If you are 18 you are considered an adult and are not eligible for the teen behind-the-wheel. Virginia Law requires a total of 45 hours of driving with a parent/guardian (30 daytime and 15 after sunset). You must have met the state requirement of 45 hours of on road instruction with a parent or guardian which must include driving on main roads not just in your neighborhood.
Teenagers 17 years old and younger must complete 14 periods of Behind-the-Wheel Instruction (7 periods of driving and 7 periods of observation). Permits may be obtained at 15 years and 6 months by going to the DMV and taking the knowledge test. You must hold your permit for 9 months before you are eligible for your driver's license.
